Meet The Board 


Kenneth Jenkins 


  Kenneth is  a  certified 3rd  Degree  Black  Belt  in   Isshinryu Karate.  He  is  an   instructor of  the  Art  and  has  been  training  with  Karate  5  Association  for 32  years. He  worked  as  program director at  TN  Valley  Boys  and  Girls  Clubs  (1997-1999).  Kenneth  is  also  a CDL  class  A  driver and  has  driven school  busses(2003-2005)  Tractor Trailers  and  a number  of  heavy  trucks  and  machinery.  As MYNARK TRIBE  INC’s  Chief  Executive  Officer and  Program creator;  Kenneth  is  responsible  for the day  to  day  operation  of  the  center,  staff  management,  program development  and implementation.  


Shannon Harper 


Shannon is a Singer and Songwriter and also is the wife of our CEO. Together they have 7 children ages 18-26 and 4 children ages 8-16. Shannon is a Homemaker and  full-time  mom. She  manages their  household, has  over  30  years  of  child  care  experience and    attended   2  ½  years  at  Wilberforce  University,  where  she  was  seeking  a Bachelors  degree  in Psychology.  Shannon  is  responsible  for Secretarial duties  and  overseeing  that  the necessary paperwork   the  corporation  must  file  is  correct  and  filed  on  time  in  order  to  maintain  its  exempt status.  


Devalle Muhammad


Devalle is a lifelong community minded activist who began volunteer work in his native
Pittsburgh PA. He attended Tennessee State University in Nashville and Tayseer Seminary here
in Knoxville. He is currently a consultant with Counseling Ltd, and ATJ Tek. As the Board’s
President he is committed to facilitating an environment that fosters excellence and positive
growth from MyNark’s board, staff and the community they will serve.


    Felecia Outsey

Felecia Outsey, a.k.a. "Felecity Luv" a native of Birmingham, AL is a Dancer, Choreographer, Instructor, Poet, Musician, Writer, Activist, Community and Youth Advocate,  and The Artistic Director of Divine Urban eXpressions Cultural Arts and Dance Productions in which she founded in 2007 for talented yet  underserved youth and young adults  in the Knoxville Community in an effort to motivate and inspire them to utilize their "God Gifted Talents" to rise to their greatness and while empowering them to influence change in their communities. Outside of facilitating dance classes in the community, She currently contracts out her services with S.M.A.R.T. Institute at Austin East Highschool and other afterschool programs including the Boys and Girls Club of Tenn. Valley to Teach L.O.V.E.2 Children through the Arts. 


In an effort to Stop the Violence by starting with Love, she leads a group of youth and community organizers in hosting "The Love is the Answer" Community Showcase/Open Mic Monthly at selected venues in Knoxville including the Global Outlook Cafe on the Cumberland Strip, "The Avenue," and the "LOL Chill" Bar on Magnolia.  Felecia appreciates the love and support  her Entire Knoxville Village has shown toward her, her Son Dynamic Ray, and her daughter "Miss Light Of Love" pageant founder and Singer LaNyah Outsey who joins her regularly in spreading love through the Arts at community events and churches in Knoxville or where ever requested.  She enjoys nurturing the talents of all 5 of her Children and spreading Faith, Hope, and Love in the community through Poetry and Dance alongside all the youth and young adults she serves in the DUeX Dream Team and in the Community. She truly believes that Love is the Answer.


James Upshaw

"J Live the promoter"

 James, has been promoting and organizing events in Knoxville and the East Tennessee area for over 30 years. Featured events; The Kuumba Fest from 1992-2002 and The Summer Soul Jam.

 James has launched and nurtured the careers of several local artists by providing for them a platform to display their talents in front of thousands of people.

 Notable artists he's promoted here in the Scruffy City are Katt Williams, Mike Epps, Keith Sweat, New Edition, Guy, Lil Wayne, T Pain, The SOS Band, Morris Day and The Time, Kirk Franklin, Fred Hammond, Donnie McClurkin and many others.

 James, is married to "Mrs. Regina" whose a real estate agent and property manager with Realty Executives in Bearden. Together they have 5 children and 7 grandchildren and a cute shorkie puppy name Riley. 


 James, is currently a career employee with the USPS and member of Honey Rock Victorious Church where he also serves as an usher.
